At a document boundary,

Prevent the boundary navigation and focus the opposite endpoint immediately withpreventScroll, while leaving interior navigation and composing/already-cancelled key events alone. Handle keydown in the bubbling phase so native and React child handlers can cancel Tab before focus moves.Minimal reproduction
The added two-button demo is linked from the Focus Utils documentation. Open it in a standalone tab so no other tabbable elements surround it:

All 32 suites pass (242 tests, 1 existing skip). The four new child-handler regressions fail on the previous PR head and pass with the bubbling listener. Coverage includes native/React cancellation in both directions, immediate boundary wrapping, single elements, interior navigation, event filtering, stacked locks and cleanup.
Chromium 148 trusted Tab/Shift+Tab input reproduces the original failure and verifies both wrapping and child-handler cancellation. TypeScript, ESM/CJS/declaration compilation, documentation build and Prettier pass; ESLint reports 0 errors and 13 existing unused-disable warnings.
Upstream GitHub Actions and Vercel checks require maintainer authorization for this external contribution. Actions currently has no started jobs; the Vercel failure reports that authorization is required.
