corepack install -g now prints yarn@<version> is the current version when the requested reference is already cached and globally active. Downloads and activation changes retain Installing ..., including an active version missing from the cache and changes to a hash reference. Cache-only and tarball installs retain their existing behavior.

Expose cache reuse in the installation result and compare the active reference before installation, so automatic default updates during downloads cannot be mistaken for an unchanged install.

Validation on Node.js 24.20.0: build, TypeScript, repository-wide ESLint with --max-warnings=0, and git diff --check passed. Full Vitest suite in replay mode with retries disabled: 9 files passed; 178 tests passed and 1 existing expected failure. Seven CLI regressions cover repeated installs (with and without hashes), unchanged activation records, cached activation changes, missing cache entries, automatic default updates, and cache-only output.

The local runner isolates inherited proxy settings from CLI fixtures while retaining proxy access for the live npm-key check. Compilation caches are disabled. No tests were skipped for these environment adjustments.

Closes #678
