Why
A patch's release commit is forward-ported to the open line after its beta.1, and
version.pyrefuses the next X.Y.0 without that heading. The gate said "nothing but changelog fragments", so that forward-port failed it and forced a beta with no code change. The PluginKit bullet in Plugins also restated.claude/rules/plugin-system.md. Follow-up to #3544.Change
